In 2024, Medicaid providers in Framingham received at least $29,490 for services billed with HCPCS codes directly tied to COVID-19, according to the U.S. Department of Health and Human Services Medicaid Provider Spending database.

Medicaid offers public health insurance coverage administered by state governments and funded through joint federal and state contributions. The program helps low-income individuals and households, seniors, children, and people with disabilities, making it a major component of the U.S. health care landscape.

Because taxpayer money supports Medicaid, local billing patterns indicate how health care funds are spent within each community.

For this report, COVID-19–related services were counted using HCPCS codes where descriptions or reference data explicitly mentioned “COVID-19” or “coronavirus.” As such, these numbers include only services with codes directly labeled as COVID-related; they do not account for other pandemic care possibly billed under different codes.

For reference, in 2024, Boston saw the highest Medicaid total for COVID-19 services in Massachusetts, with $691,711 in related claims.

Average Medicaid payment per provider for COVID-19–associated care in Framingham was $9,830, which was below the state average of $28,676.

Within the pandemic years, Medicaid payments for COVID-19–specific services made up only a small portion of the overall growth in Framingham’s Medicaid spending.

Meanwhile, Medicaid spending for all other service categories rose by $38,422,015 from 2020 to 2024, a 32.8% increase.

The average yearly Medicaid payment in Framingham over the two years before the pandemic amounted to $115,070,777.

The Centers for Medicare & Medicaid Services reports that combined state and federal Medicaid outlays reached approximately $871.7 billion in fiscal 2023, representing about 18% of all national health spending, up from $613.5 billion in 2019 prior to the pandemic.

These policy shifts could mean higher costs for states and less federal Medicaid growth, even as the program remains central to millions of people.
